The effectiveness of evacuations, in my opinion, depends on strong intergovernmental cooperation, even though local governments are primarily responsible for them. Think of a wildfire that is quickly encroaching on neighboring counties as an example. The essential aspect of a well-coordinated response that includes various local, state, and maybe even federal resources, such as the National Guard, cannot be overstated. This makes someone wonder what triggers various agencies to step in. What happens when local resources are "overwhelmed," calling for aid or intervention from the state or federal level? Do these limits already exist in agreements, or are decisions made more on the spot? Better disaster response and increased community safety may be possible outcomes of investigating the previously stated dynamics.
