Problem: Since chief prosecutors are elected officials, should it surprise anyone that sometimes decisions to prosecute or not is based on political considerations. What happens if political opponents at the federal level are targeted by politically motivated chief prosecutors at the county/Stare level. Is this good or not good for federalism. Does this happen? Should chief prosecutors who run for office make campaign speeches wherein promises are made to prosecute specific elected officials. Imagine an upstart politically-motivated local chief prosecutor from a county trying to bring a prosecution against the U.S. President. Would this be a threat to a representative democracy based on federalism? Any thoughts?
