I. The administration of Medicare has been very complicated. For example, Showalter refers to the unfairness, from a hospital's perspective, of "perverse" incentives that resulted from the Medicare Part A reforms of the early 1980s. Explain the meaning of "perverse" incentives, along with what factors you feel were most significant in causing that particular outcome.
