Case Study: You work for the City of Wilmington, Delaware as a law clerk. Flooding and storm surges caused significant damage to the city after a recent Category 3 hurricane. Water contamination occurred along the Delaware River in northern Delaware due to failures at industrial facilities, affecting drinking water and exposing residents nearby. Buildings belonging to the public, private, and government sectors were damaged by flooding. In addition, many city areas were not accessible, including municipal buildings, and emergency response requirements took precedence over routine government services.
