2) Go to "Legislative Branch" and select the website that houses the statutes/codes/general laws
3) Go to "Executive Branch" and select the website that houses the regulations/administrative codes (do not look at executive orders)

Using the methods , look up statutory consent laws for your Iowa state. Tip: when you are searching, don't put in "statutory consent". Instead, look up "consent in emergency', "emergency consent" or similar.
Note: make sure the law talks about consent in emergency situations. Often times, students find "emergency" or "consent" laws but not one that addresses both. Students will need to redo the exercise if this happens.
