Ideally environmental policy is largely shaped by scientific knowledge. However, a couple of cases in this module's course material show that other factors influence it too. Consider the Ocean Dumping Act of 1988 (pp. 81-82 in the 11th edition of the Rosenbaum text) and the ceasing of spraying for the Mediterranean fruit fly in California during the early 1980s (Retro Report video). Both decisions were costly and went against prevailing scientific knowledge. What common factor(s) led to these questionable policies?
