A recent Mayor appointed engineering department citizen commissioner is confronted with allegations of wrong doing.
The citizen was asked by the Mayor to sit on an advisory board to provide and assist the department with citizen input and review of department work. The citizen commissioner appointment is voluntary, non-paid and serves a three- year term at the discretion of the Mayor. The Mayor appointed this citizen because of his wealth of knowledge of city planning efforts and his general positive involvement in the community.
A staff member reports to you as the Supervisor of the Engineering Department that the citizen commissioner has participated in unethical behavior by enlisting city employees, on ‘company time’ of performing construction work on his own house, using ‘city vehicles and equipment’ in the process.
The involved city employees assumed this was authorized given the citizen commissioners appointment to the department advisory board and what they report as a direct assignment from this commissioner.
