Problem

International Law is one solution to the problem of peace. States, in their own interest, based on their own sovereignty, are able to undertake collective action and the combined efforts make solutions to various problems possible. One can see this in the question of international waters, communications, diplomatic rights, and trade standards. However, we also live in a world at war, and conflict takes place across the globe. In some cases, collective action is applied, in other cases it is denied. As Meacham notes, the question of national security is where the idealist path to peace most often breaks down, as states take action in defense of their perceived national security interests, oftentimes military action.
