Question: Yao is the head eye surgeon at a local hospital. For a certain eye-disease there is a surgical treatment that is successful 95% of the time, but the surgery fails and causes blindness 5% of the time. Yao has two assistants, Amber and Tiffany, whose job it is to obtain patients' consent to have the surgery. Yao is going through her records from the past year and is surprised to find that all of the patients Amber interacted with gave their consent for the surgery, but only half of the patients that Tiffany interacted with gave their consent. She talks with Amber and Tiffany and finds that while Amber always describes the surgery as, "Successful in 95% of cases," Tiffany always describes the surgery as, "Only failing and causing blindness in 5% of cases." The difference in patient decisions based on the difference in description given by Amber and Tiffany is consistent with what decision making effect?
