Question - Tim is sitting in his favorite bar, having a Scotch, when he observes Bad Bart walk past a woman sitting at the bar.  As Bart walks past her chair, he takes her purse off her bar stool and continue out of the bar.  Tim jumps up and chases Bart out into the parking lot.

Outside the bar, Bart encounters a guy who is brushing the snow off of his car in the parking lot.  Bart shoves they guy aside and jumps into the car and drives out of the parking lot.  Tim calls 911 and gives a description of the car and the license plate.

Off. Smith spots the car driven by Bart only minutes from the 911 call and a chase ensues. Bart realizes police are chasing him, so he rams the officer's car, trying to disable it. The chase eventually ends when Bart forces the officer's car off the road, resulting in both vehicles going into the ditch.  Police arrest him for the incident.  Under Miranda, he says that he needed money for heroin, but no one was to get hurt.
