Ralph has become very disenchanted with the United States. He thinks his taxes are too high, he thinks the government has bugged his phones, and he is sure he saw a few black helicopters hovering over his house last week. Ralph knows that Freedonia is an enemy of the United States and he contacts the Freedonian embassy asking how to help their cause. Ralph is contacted by their Ambassador and is enlisted as an agent of the Freedonia secret police. On behalf of Freedonia, Ralph takes photographs of strategic targets within the United States, does surveillance of military and government facilities and provides reports pertaining to security and schedules, and he allows members of the Freedonian Freedom Fighters (FFF) to live in his basement and he provides them with food. The FFF asks Ralph to carry out a mission they hope will spark an all-out war with the U.S. - he is asked to detonate a bomb that will destroy the statute of President Millard Fillmore in the middle of the town square. Ralph builds the bomb himself, plants it under the Fillmore statue, and plans to sets it off at noon. Before noon, to prevent an effective emergency response, Ralph sneaks into the local fire department and flattens the tires of their only fire truck, and then pours sugar in the gas tank of the town's police car. Ralph sets of the bomb on schedule, and unfortunately, the blast kills three people. When the FFF takes credit for the bombing, Ralph starts bragging to some his friends at the local bar, who immediately call the FBI to pay Ralph a visit.
