In 1968, the U.S.S. Pueblo was attacked by the North Korean forces while in international waters. Commander Bucher and all hands on board were taken as prisoners for 335 days, during which time they were subjected to beatings and interrogation. The U.S.S. Pueblo remains captured property in North Korea to this day.

First, was it ethical for the U.S. to spy on North Korea during peace time in international waters, disguising the endeavor as a peaceful research mission?
