Question: In his article Eliminating the daily life risks standard from the definition of minimal risk D B Resnik, Resnik makes the argument that minimal risk should be defined as simply "the probability and magnitude of the harm or discomfort anticipated in research are not greater than those encountered during the performance of routine physical or psychological examinations or tests". Thus, he would do away with the "daily life" risk definition of minimal risk. Would it make sense for each community to determine what constitutes a minimal level of risk for its members rather than have a universal standard of minimal risk? For example, would it be acceptable for an IRB in Baltimore to decide that a given study exceeded minimal risk for subjects because the Baltimore community was generally risk averse, while an IRB in Cairo might decide that for the same study was no more than minimal risk, because the Cairo community was more risk-tolerant due to being used to living in risky conditions?
