You are the COR for a state government contract for the renovation of the childhood home of the state's first governor. Early on, you learn from the contractor that the staff members of the state historical commission, who serve on the Contract Administration Team, are not providing the information and reasonable access to expertise the contract requires. At the next meeting of the Contract Administration Team you raise the issue, and the representatives of the historical commission go into denial mode and stay there. The contractor's representatives at the meeting insist they are being denied the required access.
