Question 1. What can be gained by moving FEMA, and all of its emergency management functions, outside of DHS? What do you believe will be lost by doing so?
Question 2. Do you believe, based upon your own knowledge and what you have learned in this text, that the DHS mission of preventing terrorist attacks is greater, the same as, or less significant than its mission to prepare for, mitigate, respond to, and provide relief following natural and more traditional manmade hazards? Explain your answer with examples.

The authors single out three major factors that will come into play as DHS progresses in asserting itself as an effective Federal department focused upon protecting the United States from all hazards. Can you think of any other issues that DHS will need to address in the coming years, based upon what you have read in this text, that were not mentioned in this concluding chapter?
