Besides evaluating the content of pandemic preparations and response plans, one can also examine the process by which such policies are established. Perhaps the most important is that the people who will be affected by the policies should be kept informed and be allowed to participate in deliberations about the policies through processes in which the reasons, principles, and evidence that they regard as relevant are considered. Furthermore, the decision-making process should allow for revisiting and revising policies in light of new evidence and arguments as well as for formal appeals of the policies. Finally, there should be mechanisms to ensure that these criteria are actually fulfilled. If multiple jurisdictions have the same and simultaneous risks, it is recommended to establish inter-agency committees involved in planning. These planning committees can improve regional planning by coordinating responses as well as sharing information on the available resources to use and the possible capabilities.

Emergency managers need to establish public-private partnerships to understand better which emergency resources can meet the needs of the community. Encourage local governments and other agencies to develop recovery plans before disasters occur. Such plans should establish a mechanism for making recovery decisions and identify the main participants in the recovery organization, including non-governmental organizations and private sector organizations. The plan must also define the process and procedures for submitting state and federal restoration requests. Then, assist and ensure that the restoration work is carried out under the requirements of these procedures. Some issues may arise, such as poor coordination of resources to mitigate the emergency problem that has emerged. A judge would likely say that the person in charge should be given enough resources that may be deemed necessary to effectively mitigate the emergency health problem.
