You have already posted a paper on future literal collection for a scenario that you selected. Use the same scenario for this assignment. You now have a new job as Deputy to the Director of the newly created National Technical-Collection Agency (NTA) which combines NSA, NGA, and the parts of DIA responsible for MASINT. You are expected, in your new job, to comply with the community-wide budget cuts to achieve cost savings, which means deemphasizing some programs among your ELINT, FISINT, (MINT, and MASINT efforts. (COMINT, though a part of your agency, is not a part of this exercise). The President has directed the National Security Council (NSC) to undertake a bottom-up review of all national security programs to find savings, while maintaining the capabilities necessary to meet the challenges posed by the current events as described in your scenario. The NSC has asked the Director NTA to provide a short issue paper spelling out which non-literal technical collection capabilities are high priority, which are medium and lowest priority, with a justification for these rankings given the current state of the event in the scenario you chose.
Your task is to draft that paper for the Director. Consider all of the collection "INTs" and platforms discussed in your text as being, in some way, under your purview but concentrate on the non-literal disciplines in chapters 6 - 16. In your previous paper, you addressed the topics listed below. You should keep them in mind in explaining your choices, but you do not need to revisit them in detail.
