Your government is considering whether to initiate a clandestine nuclear weapons program, and you have been tasked with issuing a recommendation.

Your assignment is to write a position paper that (1) evaluates possible costs and benefits of attempting to acquire a nuclear weapons capability and (2) makes a clear recommendation to your leader.

Possible Topics of Discussion

Questions that you might address in your paper include, but are not limited to:

1. What are your country's current nuclear-related capabilities (e.g., nuclear energy facil- cities, access to fissile materials, scientific expertise, etc.)? How close are you to having a nuclear weapons capability? What would it take to get there?

2. What foreign policy challenges and threats does your country face?

3. How likely is it that your program could be kept secret?

4. What nuclear-related treaty obligations or restrictions does your country have?

5. If you recommend acquiring a nuclear capability, what form should that capability take?

There is a difference between deployed weapons on missiles and bombers, disassembled warheads kept in storage, and a "latent" capability to construct a weapon quickly if necessary. Which do you recommend?
