Japan's government is considering whether to initiate a clandestine nuclear weapons program, and you have been tasked with issuing a recommendation.

Your assignment is to create a position paper that (1) evaluates possible costs and benefits of attempting to acquire a nuclear weapons capability and (2) makes a clear recommendation to your leader.

Possible Topics of Discussion
