ASSIGNMENT 1 involves demonstrating a basic understanding of the way in which the planning scheme sets parameters for use and development on a site. 2000 words maximum.
Part One. Select a site (a single allotment, a number of lots, or an area of land defined by property boundaries or features or roads). The site may be vacant or occupied by uses or development. Describe and analyse the site, in terms of current land use(s) and the site's features, and the general character of the area. What surrounding uses and developments influence the existing and potential use and development of the site? Is the wider area undergoing substantial change in terms of use, development or the scale and impact of development? What physical and environmental elements are important in relation to the site and its setting?
Part Two. What are the planning provisions in the relevant planning scheme that apply to the site (SPPF, LPPF, Zones and Overlays)? Comment on the likely range of uses and developments that the site could accommodate under the provisions of the planning scheme and the zone, (not just a list of the section 1 and 2 uses listed from the zone).
Part Three. Does the planning scheme provide specific guidance as to what use and development would be the best for the site? How is the best use and development for specific sites actually decided upon? What problems might this lead to, and how does the planning scheme deal with this? What do your conclusions mean for the ability of statutory planning to actively cause particular outcomes?
Write clearly and succinctly, summarising information as required. You will need to provide both descriptive and analytical paragraphs where relevant. Maps, plans and photos will obviously assist your assignment and reduce the need for descriptions, but use of these does not replace proper identification and referencing of maps, plans and photos which need to be properly labelled, and referred to in the text. It is desirable to include key maps and photographs in the body of the text, rather than at the end in appendices, to maintain the flow of information to the reader. When evaluating the key requirements and provisions of the planning scheme it is not acceptable to copy and reproduce large sections from the planning scheme, you must summarise the key elements of the planning scheme in your own words. Your main emphasis ought to be upon using the first two parts as a basis for critical comment in Part Three.
