a) What are the most common methods by which agencies measure organizational effectiveness? In what ways might those methods be beneficial and in what ways might they be inadequate or harmful?

b) You text explains that relying solely on a rational goal model of effectiveness may fail to capture the complex missions of CJ agencies. It can overlook the realistic range of goals and activities, what communities actually expect from these agencies, and the diverse needs of individuals who come into contact with the CJ system.
