As the HR director, you are faced with an immediate issue when you witness a manager berating a team leader. As you head towards the manager and employee, you overhear other employees expressing joy about the incident as the team leader is considered a bully. One employee states, "the bully is being bullied." You then realize these types of behaviors appear to be part of the organizational culture

You know that you must address the situation immediately to prevent further issues. Armed with what you witnessed, your experience, and the text answer the following questions.
