An outline is a preliminary plan about What - Why - How.
What: What will be discussed/analyzed/explored in this paper?
Why: Why is it interesting/important to do so? What are the intended managerial implications? What can the reader gain from it?
How: How will it be presented: What structure.
For example:
Part 1 introduces the case, the problem, the situation, and states the purpose of the assignment, such as solving a problem or understanding a situation better to make better decisions, or something like that. And why is it important? For who? What to do with the results from this paper?
Part 2: briefly presents academic literature that shall be consulted discussing the issues of the case/problem/situation.
Part 3: presentation of case of data.
Part 4: Analysis or discussion with support of academic literature.
Part 5: Conclusions, suggestions, implications for management.
Before there is no clear idea what is the purpose of writing about a topic writing the paper should not be started, otherwise it ends up with a lot of work but a meaningless list of statistics or references.
