Question: Since the turn of the century the IC has been in a state of continual transformation. It has been challenged to adapt after being jolted by the 9/11 attacks, the wars in Iraq and Afghanistan, the continually emerging threats of terrorism and cyber, traditional intelligence problem sets such as insider threat and leaks, counter intelligence, and global adversaries like Russia, China, Iran, North Korea and Syria who are disruptive and unrelenting. There is also the challenge of transforming and integrating new technologies such as artificial intelligence and data analytics through training, structuring and posturing the IC workforce.

What are the IC's priorities in managing the work force and keeping it relevant and capable in countering emerging and traditional threats, and integrating new technologies?
