An increasing number of homeless men have begun sitting and sleeping on the benches in the waiting room of the City Bus Station. They wear ragged, dirty clothes. They occupy seats that regular passengers would like to use. Sometimes, they gather together and tell stories and jokes. They make the waiting room seem overcrowded. From time to time, they become a nuisance. Both regular passengers and staff members have begun to complain. Some type of action has to be taken.
You have been asked by your superiors at City Bus Station to devise a strategy to deal effectively with the homeless men problem. City Bus Station is a public corporation. You do some research and discover several pieces of information. For example, the number of homeless people in the area has grown steadily in recent years. Many of these people have at one time or another received some form of treatment for mental illness or
emotional distress. Almost all of them have had no contact with family members or relatives for several years. Every year, several homeless people die of exposure during the winter.
