In 1995, the city of Long Beach passed an ordinance that amended its existing adult entertainment zoning ordinance by prohibiting adult entertainment businesses within 300 feet of a residential zoning district, 1, 000 feet of any public or private school, 600 feet of any city park, 500 feet of a church, and 1, 000 feet of another adult entertainment business. Seung Chung Lim and his corporation, Fluffy, lnc., challenged the constitutionality of the newly amended ordinance. He and Fluffy, lnc., own and operate two adult entertainment businesses located within 300 feet of residential districts. The district court found the ordinance to be valid, and Mr. Lim appealed.
