Risjord mentions and we know about the large German population in Minnesota: Germany was battling against the eventual U.S. allies. Concern was high about whether U.S. citizens would be loyal in the event of U.S. entry on one side.This big fear turned out not to be an issue: Americans got behind the war effort to mobilize society and the economy for the war and war production. But this was only clear in hindsight.Meier supplies plenty of interesting evidence of how very actively engaged Minnesota's Commission of Public Safety (one in each state, directed under a national commission) was with its citizens - and citizens with the Commission - in monitoring pretty much everyone's behavior. (The commissions were exactly charged with monitoring and directing war mobilization efforts - and any efforts against the war - because of this fear, based on the large immigration population, about loyalty.)
