The culture of poverty theory was explicitly categorized as cultural racism. Recall that Senator Daniel Patrick Moynihan rooted some of the culture of poverty problems in the experience of slavery. Charles Murray rooted some of the problems in Big Government - in the rules and size of social welfare programs, which he argues can produce perverse incentives (not to work, not to save, not to get married, etc.).
