Article V of the U.S. Constitution provides the process for amending the Constitution. The U.S. Congress can propose an amendment with a two-thirds vote in both houses. States can circumvent Congress if two-thirds call for a Constitutional Convention to propose an amendment. Three-fourths of state legislatures must vote to ratify an amendment before it can be added to the Constitution. As discussed in your reading, The Constitution, the Framers made the amendment process complicated to prevent arbitrary changes.

All but six states-Arkansas, Indiana, Mississippi, New Jersey, Pennsylvania, and Texas-have similar provisions for amending their state constitutions, as discussed in your course textbook, Governing States and Localities.
