Problem
High-risk, high-vulnerability populations provide a special challenge for disaster planning and response. There are many reasons why vulnerable populations suffer high mortality, injury, and property loss during a disaster. According to FEMA, every dollar spent on mitigation saves an average of four dollars. Yet, we see examples where mitigation efforts and spending have not adequately addressed vulnerable populations. As a public health professional planning for disasters, you will need to identify vulnerable populations, risk factors, and existing plans for these populations.
You are required to:
A. Identify a specific disaster, such as wildfire, hurricane, etc., and a geographical location. For example, a wildfire in Colorado Spring would fit the scenario.
B. After identifying a disaster and location, you will identify a vulnerable population within the location.
C. Using this materials and from your research, what challenges does this population face during the disaster?
D. Are there any plans in place to mitigate the risk? A good source for this information is city or county government and CDC websites. You can also use the government sites listed in the lecture.
E. What additional mitigation plans would you recommend to give additional resources and protection to this population?
