Chapter 3 deals with the question of how the electrons are arranged in atoms. Understanding the answer to the question requires an understanding of the physics of light. This chapter provides and introduction to quantum mechanics, the modern understanding that electrons behave as particles and waves and have a distinct energy in the atom. Electrons are found in orbitals which are related to the probability of finding electrons in the space around the atom.

chapter 4 Electrons are arranged in energy levels. Electron configuration is a notation system to describe where the electrons are in the atom. Core electrons (vs. outer shell or valence electrons) shield some of the positive charge of the nucleus so that the valence electrons are attracted by the positive charge in the nucleus minus the effect of the core electrons. This results in properties such as atomic radius, ionization energy, electron affinity, and metallic character have a periodicity that is reflected as you move from left to right on the Periodic Table. These periodic properties are explained in terms of effective nuclear charge and electron configuration.
