Assignment: In the wake of the terrorist attacks on September 11, 2001, the USA PATRIOT Act gave the U.S. president broad powers to combat terrorism. Using these powers and those he claimed were inherent presidential powers under Article II of the U.S. Constitution as the commander-in-chief, President George W. Bush issued an executive order authorizing the National Security Administration (NSA) to launch a program it called the Terrorist Surveillance Program (TSP) in an attempt to prevent more terrorist attacks on the United States.

Take some time to research the NSA TSP Program, and the PATRIOT Act. With this information along with the materials in the e-text and required resources please answer the following:

• Was the NSA's Terrorist Surveillance Program conducted illegally?

• Or is it all necessary and legal?
