Wetting the ph paper before using it

In one of the Hazmat Textbooks I have read said "If you have an acid (or base) without a water component, the reading from pH paper is meaningless." Based on this statement, a first responder could apply a little water to the pH paper before using it to measure the pH of an unknown liquid.

Please discuss why you agree or disagree with wetting the pH paper before using it.
