1. The paper can be a post-mortem examination of a famous (or infamous) decision by a public corporation. In order to have adequate resources for research, the decision should have garnered enough publicity to make an adequate post-mortem possible. If this option is chosen, besides setting forth the facts of the decision and the results of it, the student should analyze what went right (or wrong) in the decision-making process. Some questions to be analyzed:
a. Was the decision or problem framed properly?
b. Did some of the cognitive biases enter in?
c. Did the decision follow good practice?
d. Did the decision maker(s) search widely for the best intelligence?
e. Were the analytical tools used flawed?
f. Was sound evaluation of all the options for the decision carried through?
g. Was there a problem with implementation or follow-up?
h. Did the parties to the decision fall into ethical traps?
i. Was ethical rationality considered along with the political, rational, and economic rationality of the decision?
