Officers observed Sonny, a white 20-year old male, driving with his girlfriend, Cher, a white 18-year old female, to a high crime inner-city neighborhood, known for narcotics activity, and populated by predominately African American community. Officers ran the plates on the car which revealed it registered to a predominately white upper class suburban community, approximately one hour away. Believe the couple didn't belong in the area and were possibly in the area to purchase drugs, the officers stopped the vehicle. The occupants were questioned and admitted to buying rock cocaine. Sonny was arrested for possession of narcotics and Cher was arrested for loitering for sales of narcotics.
