From the time of the New Deal until the 1950'S, a few notable amendments were made to the Social Security Act. Dependents of retired workers and survivors of deceased workers became eligible for social insurance benefits, eligibility requirements were loosened in some social welfare programs, and payments were increased, but there were few other changes in the system. Then, beginning in the 1950s, the number of workers covered under Social Security expanded substantially, disabled workers became eligible for social insurance benefits, and the states were able to obtain federal funds to provide public assistance payments to poor people with severe disabilities. Some med-ical care was also made available to public assistance recipients. More changes in social welfare were ahead.As the 1960s began, the nearly 40 million people still living in poverty, many of them members of racial and ethnic minority groups, overshadowed the relative affluence of the times. The writings of economist John Kenneth Galbraith directed attention to the existence of poverty in the midst of this affluent culture and influenced President John F. Kennedy to begin acting on the problem. Kennedy initiated a pilot food stamp pro-gram and aid to Appalachia and other severely depressed areas.Domestic turmoil raged on several fronts. The civil rights movement was reaching a crescendo. On August 28, 1963, the Reverend Dr. Martin Luther King, Jr. delivered his famous "I have a dream" speech at the Lincoln Memorial in Washington, DC. Civil rights demonstrations and marches were held across the country. King, head of the Southern Christian Leadership Conference, preached a message of nonviolence, but from 1964 to 1968, race riots rocked major U.S. cities. President Kennedy's assassination in 1963, Reverend King's in 1968, and Robert Kennedy's in 1968 during his run for the Democratic nomination for president, also marked the period.
