Why would someone choose to make their professional goals visible only to recruiters instead of the general public? No one other than recruiters really uses LinkedIn. Most people trust recruiters more than people in their network. Those who have a job and are looking for a new one may want privacy. Recruiters do most hiring, so they are really the only ones that need to see profiles.
