You're enjoying your internship at the XYZ organization. You're learning lots about your social work interest areas and the clients they serve. One day the CEO ask if you'd like to lead a group to respond to a request for proposal (RFP) for a new program opportunity. As getting some grant writing experience is one of your education goals you volunteer. The team you're leading is made up of two caseworkers, a program supervisor, and the accountant for XYZ.
The grant proposal comes together well, and it calls for the agency come up with a 10% match for the remaining funding. This is standard for proposal and in this case the match equals about 100K. The accountant says, "We don't have 100K in uncommitted discretionary funds, so we'll just use some of the match from another grant". You reply, "...can we do that, I didn't think that was legal". The accountant replies "We do that all the time and have never been caught."
As these are federal grants, you realize XYZ could be charged with fraud and if the accountant is correct, they are violating federal and state law.
You decide the right thing to do is to bring this up with the CEO. When you do, she tells you to keep quite if you want to pass your internship.
