Task

Your group has successfully completed the Expression of Interest and has now been invited to submit a full proposal. The Request for Proposal is attached. A suggested format for the RfP will be uploaded to DeakinSync in Week 4.

As part of your submission for this assessment task you will be assessed on your team interactions and asked to demonstrate how you have met the milestones in your original proposal as well as how you have communicated when potential problems have arisen. While you may use the team Discussion Board and Locker to do this, we know this isn't a great tool for collaboration. We encourage you to use a tool such as Microsoft Teams, which is available to students through the university. If you do this, please add us to your team so that I can observe your interactions, planning and adjustment as required. If you operate in another system I will ask you to include documentation of your interactions in the Appendix of your assessment.

You will also be expected to individually complete a self and peer assessment exercise as part of this assessment task.

Throughout this project please keep in mind this is not a real project or EoI - please do not contact SEQWater, the State Government of Queensland or any coal seam gas or energy companies as part of your project/assignment.

Request for Proposal

1. Summary and Background

CSGWater, a joint venture of local CSG operators, is inviting selected organisations to submit full proposals based on feedback to their Expression of Interest. This Request for Proposal (RfP) is via invitation only and not an open tender. The RfP is for the design of a new water treatment solution for CSGWater in South East Queensland and a new exclusive transmission line to and distribution network within the new development of Kamelat, to ensure safe and reliable delivery of potable water. CSGWater are asking for interested parties to investigate treatment options that would allow for the addition of produced water from coal seam gas operations to supplement supply at the Wyaralong Dam servicing the Scenic Rim and Logan areas and connected to the broader SEQ network.

Currently produced water is stored in a large, unprotected reservoir. The proposal is that water from this reservoir be transferred to Wyaralong Dam. Wyaralong is due to supply potable water to the 375,000 residents of the Scenic Rim and Logan after treatment at the proposed Wyaralong Water Treatment Plant. The design of this plant by SEQWater is ongoing, however the focus of this proposal should be on managing the treatment process as a result of the introduction of produced water. The treatment of the water may occur at any location.

Wyaralong Treatment Plant will be supplied by a direct draft from the Wyaralong Dam with an unprotected catchment area of 560 km2. Figure 1 in Appendix 1 shows the proposed water supply system and highlights the infrastructure that is being requested by the RfP.

The purpose of this RfP is to invite organisations that were shortlisted during the EoI process to solicit full design proposals, conduct a fair and extensive evaluation based on the criteria listed herein, and select the candidate who best represents the philosophy of CSGWater.

2. RfP Guidelines

This RfP represents the requirements for a competitive process. Proposals will be accepted until 11.59pm AEST 3rd May 2020.

3. Project and RfP Scope

The scope for this project will be the design, construction and operation of new water treatment solutions for CSG produced water and the potable water reticulation network associated with Kamelat for the successful bidder. In order for a project to be considered successful it must meet the requirements of all local regulators for the reliable provision of safe water suitable for its end use. Bidders will be expected to determine and understand these requirements. If there are concerns over the reliability of supply, the successful project will develop alternative strategies to increase this reliability. All communications with regulators and other stakeholders should be documented and included in any submissions to CSGWater.

Bidders will be responsible for conducting any water quality testing required to meet the objectives of this project.

For this RfP, bidders are expected to develop a full design of the plant with particular attention paid to two units of the bidders choice. This design is expected to include:
• A clear description of the proposed solution including a process flow diagram, how that will fit in with the existing and proposed systems, and any chemical and/or monitoring requirements that has taken into account the feedback provided to the bidder by CSGWater
• A basic design of each process including:
o Purpose and description of the designed system
o Sizing, hydraulic profile and any other design parameters deemed important by the bidder
o Monitoring requirements and limits
o Maintenance requirements
• A detailed design two units of the bidders choice
• A full hydraulic profile of the plant
• A proposed layout for the site

Bidders will also be expected to develop the design for water delivery for the new development of Kamelat. This design is expected to include:

• Volume design of SR for Kamelat
• Full design of the transmission line from SR to the left upper corner of Kamelat
• Design of the Ring Main for the new development
• Design of a gridiron like distribution network for Kamelat with mains only along V1, V2 and V3 vertically and H1 to H10 horizontally. (No need to extent the distribution system to culs- de-sac, narrow streets, courts and alleys). Water to be supplied to all sub-catchments below H11 for future residents.
• Fire hydrants installed only along V1, V2 and V3 streets
• Transmission line is laid over ground but the ring main and mains are all 1 m below ground surface.

4. RfP Timeline

All proposals in response to this RfP are due no later than 11.59pm AEST 3rd May 2020. Evaluation of proposals will be conducted from 4th May to 24th May 2020.
All applicants will be notified during this period as to the success of their submission and be provided with feedback on their submission for future reference.

5. RfP Evaluation Criteria

CSGWater will evaluate all RfP's based on the following criteria. To ensure consideration by CSGWater your proposal should be complete and include the following criteria:

• Suitability of Proposed Solution: Bidders will be evaluated on the suitability of the proposed solution in terms of ensuring the continual water flow, health and aesthetic requirements can be reliably met.

• Suitability of Design: Bidders will be evaluated on the suitability of each process designed, particularly that the design meets, at a minimum, general requirements within the industry.
• Ability to Work to a Plan: Bidders will be evaluated on their ability to implement the plan provided in their EoI including the ability to appropriately manage the team in meeting the timeline.
• Consistency of the Solution: Bidders will be evaluated on the consistency of their approach to ensure a well-integrated design.
• Overall RfP Quality: Bidders will be evaluated on the proposed design's ability to meet the scope and needs described herein and ability of the bidders to present this information in a clear and organized manner.
