The framework of this study was based on understanding the impact of installing an online grant application in the CRTIBP funding office (Caltrans, 2021). An online grant application allows a company to centralize, efficiently manage, and provide access to data. It acts as an interface between application programs and the data files, representing easy-to-understand, two-dimensional tables. Each table will contain a person's data and various attributes (Laudon & Laudon, 2011). The study explores the usability of online grant applications, which pertain to the simplicity of use and are critical for establishing trust and ensuring customer satisfaction. Usability is synonymous with ease of use and a vital aspect in establishing customer trust and happiness (Urvashi et al., 2015). The second aim is to examine the data security of the online grant application, which protects the user's information from unauthorized change. Data security plays a vital role in preventing unauthorized users' information (Sharma, 2015). The system should have many password restrictions and controls to prevent hackers from compromising personal data. Therefore, users with a login should use strong passwords to access their documents (Foo et al., 1999). The third aim is to concentrate on the efficiency of online grant applications, which is a critical factor for any government's online application program (Gable, 2015). Efficiency is a vital quality criterion for any government online application program's success.

Therefore, the purpose of establishing an online application is to boost overall application efficiency (Gable, 2015). This study's fourth and final aim is to research customer satisfaction regarding online grant applications to assist users in navigating the application process with ease, which might boost customer happiness in an electronic environment (Alhendawi & Baharudin, 2014). When a system enables users to navigate quickly through the application process, this event might improve customer satisfaction in an electronic environment, a synonym for user satisfaction (Sharma & Bauku, 2013). The web application's usability, data security, efficiency, and customer satisfaction show the critical nature of including these factors in any deployment strategy. Although these four components of an online application are not exhaustive, they can catalyze a successful deployment process (Ridley, 2012).

Furthermore, with proper coordination with Caltrans public information office (PIO) and CRTIBP office management, the researcher will examine the impact of installing an online application system at the CRTIBP funding office (Caltrans, 2021). Establishing an online grant application for the funding office may provide a much-needed upgrade from the simple word document application forms and outdated database, increasing efficiency and productivity (Bowers, 2011). Caltrans will provide applicants with a protected username and password to access the application portal through a computer or an iPad, iPhone, or any other handheld device with online capabilities. Theoretical research on many aspects of technology implementation in government and public sector contexts aided in grounding this qualitative and exploratory study's assumptions (Yin, 2018). In addition, this researcher wanted to have a deeper grasp of how the understudy will be practical and successful by utilizing the comprehensive usability theory, data security, application efficiency, and customer satisfaction as sense-making resources (Ridley, 2012). These theories will aid the researcher in comprehending the situation and in conducting a thorough analysis of the findings (Harmon, 2007).
