1 Critical Analysis Report
Victorian Auditor-General's Report on the East West Link Project tabled 9 December 2015. This audit examined whether the state effectively managed the East West Link project and the related costs by assessing the total costs of the project, the appropriateness of the advice supporting key project decisions and the lessons for future major projects.
‘'The attached article by (De Martinis and Moyan, 2017) argues that whilst the PPP mechanism has been successful in delivering large and complex public infrastructure projects, project legitimacy and democratic mandate can be higher community priorities than adherence to commercial contracts, including long-term ones typically associated with PPPs. Moreover, although PPP contracts claim to better control projects risks, changed public policy priorities can still lead to both large commercial risks and significant cost to the public purse'' See the attached (De Martinis and Moyan, 2017).
