Question

Under the American system of Federalism, there is a trend of shifting power from Federal Government back to State Government. The Texas governor is not satisfied with the efforts of the President of the United States in securing the Texas border. The Texas governor decides to send the Texas National Guard to secure the border. The president has sent federal military to secure the Texas border. But again, the governor is not satisfied with those efforts. American/Texas citizens are uncomfortable with these decisions, because neither group (the Texas National Guart and the federal US miliary) knows what the other group is doing in patrolling the border. Should the US Congress get involved with new legislation? Should the federal or state courts get involved? Is there something else the governor can and should do?
