Melbourne Water Authority tells Karly there have never been floods in that location and it is very low risk for floods. In fact, the clerk at Melbourne Water Authority carelessly looked up the wrong address and gave Karly the wrong information. The house is in a very high flood risk area and has been flooded many times before. Karly buys the house, based on the information Melbourne Water Authority supplied to her.
