That counter offer would arrive on Wednesday. Also on Wednesday, however, Eddard changed his mind and so called Tyrion and, during a pleasant conversation, accepted the original offer. Tyrion performed what was expected, and then, after Eddard paid just $7,000,000, brought a lawsuit seeking payment of the $2,000,000 difference - and won. Tyrion then sells the right to collect that money to Cersei.
