True form of reinforcement theory

The Governor and State have instituted a sort of "lottery" in which everybody who has received the COVID Vaccination is eligible to enter a drawing for a cash prize ranging from $1,000 to $1,000,000. One could argue that this is a form of reinforcement theory approach: meaning to engage in a particular behavior and you may be rewarded.

Is the above scenario a true form of reinforcement theory?

Or more of an expectancy-theory-aligned approach? If so, how?

And, if not, how could the approach be changed so that the motivation did align with expectancy theory?
