There is a lot of discussion about treating juveniles like adults when they commit adult crimes. Many states have passed laws that allow states to do this if the youth is 16 years or older...are such waivers an indication that we are returning to an era where we treat juveniles like miniature adults? How often are waivers used? Do you think they deter offenders?
