Think about the pandemic and assume that we are still in April-May 2020; put yourself into the shoes of a small business owner and reflect on this question:

Which would cause the least harm to employee productivity and morale: reducing hours with wages at the same rate vs. reducing wages with the same hours?

As a small business owner, you are concerned about making ends meet in this COVID-19 environment. You continue doing everything you can to maintain your investment in employees, including looking into small business loans from the CARES act. But as you are considering worsening scenarios, and assuming you have to cut back, you want to know which would cause the least harm to employee productivity and morale: reducing hours with wages at the same rate vs. reducing wages with the same hours. You know you can get to the same cost reduction through either route. You are curious which would cause more non-financial costs.
