While the theoretical method of electing the House Speaker and Senate President in Louisiana is via each chamber's membership, the practical method prior to 2016 was that the governor of Louisiana chose these legislative leaders. Each chamber then cast their votes for whom the governor chose. There is nothing in the state's constitution, statutes, or rules that provide for this unusual method. This has only happened in Louisiana. Why do you think this has happened?
