Read Hardin's "The Tragedy of the Commons" to answer the following questions:
a) The CPR has clearly defined boundaries (that is, external groups not party to the agreement in question can be effectively excluded.) b) There is a congruence between the resource environment and its governance structure or rules. (Relevant rules which can be practically applied to the resource environment in question.) c) Decisions are made through collective choice arrangements that allow most resource appropriators to participate. (That is, its not effective for a select minority to impose a set of rules on the majority of people using the resource of affected by its use.) d) Rules are enforced through effective monitoring by mentors who are part of or accountable to the appropriators (that is, the group itself is ultimately responsible for monitoring, not some external body which is not really affected by the situation.) e)Violations are punished with gradated sanctions. f) Conflicts and issues are addressed with low cost and easy to access conflict resolution mechanisms. (Here, you might want to consider the role of legal institutions, the cost of lawyers, court proceedings etc.) g) Higher level authorities recognize the right of the resource appropriators to self-govern. h) In the case of larger common pool resources, rules are organized through multiple layers of nested enterprises (that is, a clear line of connection/line of decision making between any community based groups and a larger bureaucratic authority.)
