You're a shoe manufacturer and it seems the manufacturing plants are always over capacity. However, based on the demand, the capacity should be sufficient to meet customer demands.

Management suspects that there is a disconnect between the demand signals being fed to the manufacturing facilities and actual orders. This is causing capacity issues leading to customer upsets.
